华宝股份拉萨生产基地投产仪式隆重举行

Lhasa in April is still cold, but the roadside willow has budded, making people feel the vibrant spring. 10 April 11 a.m., in Lhasa Economic and Technological Development Zone, Huabao headquarters and production base site, there was a great gathering of distinguished guests. Huabao Flavors & Fragrances Co., Ltd. (hereinafter referred to as “Huabao Co., Ltd.”)’s Lhasa production base production ceremony was being held here.

四月的拉萨依旧寒意阵阵，但路边柳条抽出了嫩芽，人们已经感受了春天的气息，感受到了生机勃勃的春天。4月10日11时，在拉萨经济技术开发区B区南路拉萨-江宁（国家级）经开区产业合作示范园华宝股份总部办公及生产基地现场，高朋满座，热闹非凡，华宝香精股份有限公司拉萨生产基地投产仪式正在此隆重举行。

Commencement Ceremony of Huabao's Production Base in Lhasa is Held

西藏科技厅办公室主任盛红壮先生，西藏科技厅生产力促进中心主任玉珍女士，西藏拉萨经开区党工委副书记、管委会副主任杨世军先生，拉萨经开区经发局局长闫桓功先生，拉萨市商务局招商引资局局长车西敏女士，上海市政府驻西藏办事处联络协调处处长张宁孺先生等领导应邀出席投产仪式，华宝股份副总裁、财务总监张捷先生出席投产仪式，华宝股份拉萨全体员工参加了此次活动。投产仪式由拉萨华宝总经理助理周忠新先生主持。

华宝股份副总裁、财务总监张捷先生，拉萨经开区党工委副书记、管委会副主任杨世军先生先后在投产仪式上致辞。

华宝股份总部办公及生产基地建设项目是华宝股份响应国家“脱虚向实”号召，扎根西藏发展迈出的又一坚实一步。该建设项目于2021年11月正式开工，经过一年多时间，迎来了生产基地投产的日子。

这一年多时间，经历前所未有的疫情挑战，项目进度一再延期。但在项目组的持续跟进下，在公司领导的直接关心下，特别是在自治区、拉萨市以及经开区各部门、各级领导的支持和帮助下，项目组克服重重困难，在疫情平稳后抢工期、抓进度，稳步推进设备安装、调试，落实投产工作。

Mr. Sheng Hongzhuang, Director of the Office of the Department of Science and Technology of Tibet, Ms. Yu Zhen, Director of the Productivity Promotion Centre of the Department of Science and Technology of Tibet, Mr. Yang Shijun, Deputy Secretary of the CPC Working Committee and Deputy Director of the Management Committee of the Lhasa Economic and Technological Development Zone, Mr. Yan Huankong, Director of the Economic and Technological Development Bureau of the Lhasa Economic and Technological Development Zone, Ms. Che Ximin, Director of the Investment Attraction Bureau of the Bureau of Commerce of Lhasa Municipality, and Mr. Zhang Ningru, Chief of Liaison and Coordination Department of the Shanghai Municipal Government in Tibet Office, etc., were invited to the commissioning ceremony. Mr. Zhang Jie, Vice President and Chief Financial Officer of Huabao Co., Ltd., attended the ceremony, and all the staff of Huabao in Lhasa participated in the activity. The ceremony was hosted by Mr. Zhou Zhongxin, assistant general manager of Huabao Lhasa.

Mr. Zhang Jie, Vice President and CFO of Huabao Co., Ltd., and Mr. Yang Shijun, Deputy Secretary of the Party Working Committee and Deputy Director of the Management Committee of Lhasa Economic and Technological Development Zone, delivered speeches at the ceremony.

The headquarter office and production base construction project of Huabao Co., Ltd. is another solid step taken by Huabao in response to the call of the state to "turn from emptiness to reality" and take root in the development of Tibet. The construction project was officially started in November 2021, and after more than a year, the production base was put into production.

During this year or so, the project’s progress was repeatedly postponed due to the unprecedented epidemic challenges. However, under the continuous follow-up of the project team and direct concern of the company's leadership, especially with the support and help of the autonomous region, Lhasa City and the departments and leaders at all levels of the Jingkai District, the project team overcame the difficulties. They grabbed the work schedule and grasped the progress after the epidemic was stabilized, and steadily pushed forward the installation of the equipment, debugging and implementation of the commissioning work.

同时还介绍了公司从入驻西藏以来先后参与并投身西藏精准扶贫、乡村振新工作，为西藏脱贫攻坚、奔向小康贡献绵薄之力。2022年，华宝股份荣获“上市公司乡村振兴优秀实践案例”奖牌，公司的乡村振兴实践案例还成功入选中国上市公司协会《上市公司乡村振兴优秀实践案例》。

张总强调，华宝股份将继续坚守主业、坚持实业，在“美味生活引领者”企业愿景指引下，努力践行“绿色、营养、健康”的企业使命，用实际行动投入到西藏各项事业的发展中去。

Zhang Jie, vice president of the speech, firstly thanked the autonomous region, Lhasa City, the departments of the Economic Development Zone, the leaders of the development of Huabao's support and concern, and briefly introduced the development of the company, especially since the relocation of Lhasa for the local economic and social, and people's livelihood to improve the efforts made.

At the same time, he also introduced the company's participation in the precise poverty alleviation and rural revitalization work in Tibet since its establishment in Tibet. In 2022, Huabao Co., Ltd. was awarded the medal of "Outstanding Practical Cases of Listed Companies in Rural Revitalization". The practice case of the company was also successfully selected as one of the "Excellent Practice Cases of Rural Revitalization of Listed Companies" by the China Listed Companies Association.

Mr. Zhang emphasized that Huabao Co., Ltd. will continue to stick to its main business and industry, try its best to carry out the mission of "Green, Nutritious and Healthy" with the guidance of the corporate vision of "Flavor Your Life", and devote itself to the development of various undertakings in Tibet with practical actions. 

Director Yang first congratulated Huabao Co., Ltd. on the successful commissioning of its production base in Lhasa in his speech, saying that it is another fruit since the Tibet Autonomous Region has promoted the policy of "turning from emptiness to reality". He affirmed Huabao Co., Ltd.'s contribution to the development of Tibet and appreciated Huabao's persistence in the industry.

Director Yang quoted General Secretary Xi's words "We should continue to put the focus of economic development on the real economy" during the second collective study of the Political Bureau of the CPC Central Committee held on 31st January this year.

Director Yang said that Tibet is endeavoring to build the brand of "the third pole of the earth" according to the instructions of the General Secretary, and hoped that excellent enterprises in the industry like Huabao Co., Ltd. will actively participate in it and continue to do their bit to the development of Tibet.

2021年，吉首烟材面临着管理目标落实难、劳动生产率低下、设备利用率低、工艺不成熟、质量不可靠、成本不受控等一系列难题。借着“9.30”攻坚战的契机，吉首烟材在困境中开展精益生产工作。各部门齐心协力，积极学习精益生产理念，围绕问题统筹布局，从细节做起，慢慢摸索出了适合自己的精益生产道路。

In 2021, Hunan Jishou Minzu Tobacco Materials Co., Ltd. (hereinafter referred to as "Jishou Tobacco") faced a series of difficulties such as low labor productivity, low equipment utilization, immature process, unreliable quality, and uncontrolled cost. Taking the opportunity of the "9.30" battle, Jishou Tobacco has carried out lean production work in difficult times. All departments work together, actively learn the concept of lean production, organize the layout around the problem, start from the details, and slowly find out the way of lean production that suits them.

针对生产过程中不必要的流程，吉首烟材在以往标准化操作规程的基础上，采取了一系列改进措施：优化生产设计、改善生产物流动线和作业机台工作动线布局、缩短搬运和运输路程。此外，吉首烟材还积极推进5S工作的标准化、加强班组管理工作。通过以上措施，员工的工作效率大大地提高，员工的劳动强度和工作压力也相应地减少。

针对设备利用率低、质量不可靠、成本不受控等问题。吉首烟材各部门加强协调，合力优化，出台一系列方案对产、质、耗数据进行优化。各员工经过不断地摸索和研究，落实了各项有利于精益生产的行动。比如，小改一个圆度控制构件，圆度合格率大幅提升；对橡塑辊进行改善，有效提高了出棒率以及每吨丝束的产量；通过实验设备再改造项目，解决了空管滤棒产能“卡脖子”的问题。

针对过去劳动生产率偏低的问题，吉首烟材动员全体员工参与到生产管理中来。通过建立新的激励机制，员工的生产积极性得到提高，一批热爱工作，学习主动的骨干员工队伍被培养起来。同时，吉首烟材内部形成了由部门负责人带头、坚持“营造氛围、加强培训、跟踪指导、末位激励”的方法，改变了过去死板的培训方式，协助新员工快速适应工作岗位，促使老员工不断提高技能水平，不断激发员工学习、生产热情。2022年劳动生产率同比2021年实现大幅度提升。

In response to unnecessary processes during production, Jishou Tobacco has taken a series of improvement measures based on the previous standardized operating procedures: optimizing the production design, improving the layout of the production flow line and the working line of the operating machine, and shortening the distance of handling and transportation. In addition, Jishou Tobacco also actively promotes the standardization of 5S work and strengthens team management. Through the above measures, the work efficiency of employees has been greatly improved, and the labor intensity and work pressure of employees have been reduced accordingly.

In response to the low utilization of equipment, unreliable quality, cost control, and other issues. All departments of Jishou Tobacco have strengthened coordination and made joint efforts to optimize. They introduced a series of programs to optimize production, quality, and consumption data. After continuous exploration and research, employees implemented various actions in favor of lean production. For example, a small change in a roundness control component made the roundness qualification rate increase dramatically. The rate of rod and the output per ton of tow could be obviously increased by improving rubber and plastic rollers. Through the experimental equipment re-modeling project, they solved the stranglehold problems of the production capacity of the air tube filter rods.

Aiming at the problem of low labor productivity in the past, Jishou Tobacco has mobilized all the staff to participate in production management. Through establishing a new incentive mechanism, the staff's enthusiasm for production has been improved. A number of dedicated, studious, and active backbone employees have been cultivated.

At the same time, Jishou Tobacco has formed the method of "creating atmosphere, strengthening training, tracking guidance, and incentivizing the last" led by the department head, which has changed the rigid training method in the past. In addition, the method not only assisted the new employees to adapt to the workplace quickly, but also prompted the old employees to continuously improve their skills, and stimulated their enthusiasm for learning and production. As a result, Jishou Tobacco’s labor productivity in 2022 achieved a substantial increase compared to 2021.

At the beginning of 2023, Jishou Tobacco carried out the second phase of lean production work around continuing to exploit the potential, reduce costs and increase efficiency. We believe that Jishou Tobacco can improve its overall competitiveness and grab more shares in the market!

2023年，吉首烟材围绕继续挖潜、降本、增效开展了第二阶段的精益生产工作。相信吉首烟材能进一步提高生产效率、降低生产成本、提高产品质量和员工工作效率，进而提高企业整体竞争力，在市场上抢占更多份额，继续奋发进取、砥砺前行。

Since 2016, Huabao has disclosed its annual Environmental, Social and Governance (ESG) report to the public and investors. In 2020, Huabao formulated its 2025 Sustainable Development Goal Plan. By the end of 2021, Huabao has aligned itself with 17 international Sustainable Development Goals (SDGs). The lecture was given by Yan Zhenwei, Senior Manager of Lean Production of the Group. Mr. Zhao Dexu, Vice President of Huabao International Holding Company Limited, Mrs. Yuan Xiaoqin, President of Huabao Company Limited, and leaders of various departments attended the lecture in the Beijing-Shanghai Hall of Shanghai Office Park.

Yan Zhenwei taught the origin, development process, role of lean production, and the current influence of the enterprise by clarifying its meaning, the consensus before the implementation, its foundation and advancement, and internal practice cases of lean production, etc. The in-depth explanation and case analysis enabled the participants to form a preliminary concept of lean production and basic management cognition in a short time. They learned that lean production is a long-term, continuous improvement and the pursuit of perfection in the production management process. It is only through the enhancement of understanding, the effective application of management tools, and the full integration of Total Quality Management that we can improve the competitiveness of the enterprise's production and help the enterprise to develop in a high-quality way.

(ii) We should raise the awareness of all staff, fully understand the importance of lean production, and put lean production into practice without formality.

(iii) It is necessary to balance focus and comprehensiveness. The key enterprises should implement lean production comprehensively, while other enterprises can make breakthroughs in certain links according to the actual business situation. By doing so, we could comprehensively improve the efficiency of enterprise operations and management.

袁总在总结时指出，面对外部环境的变化，面对华宝的转型发展，全面推进精益生产可谓是恰逢其时。如果制造能力不提升，就会影响到华宝的转型升级，就不能够与国际大客户合作，更不能开拓创新，推陈出新。

同时，精益生产工作也要有计划、有步骤、有组织、分阶段，科学系统地推进。在落实过程中，各级企业要扎扎实实地推进精益生产，生产系统的人员更要高度重视，抓住机会，充实自己，完善自己，展示自己。最后袁总祝愿精益生产工作取得好成绩，切实打造华宝的生产制造核心竞争力。

当下，ESG是个极其热门的词汇，国内外知名公司纷纷在研究落实ESG体系、以及ESG评价。

然而何谓ESG？

ESG是环境(Environmental)、社会(Social)、治理(Governance)的缩写，用于衡量企业发展的可持续性。

何谓ESG评价？

ESG评价旨在发掘关注环境、有社会责任心的企业。相较于传统的以追求财务绩效为目标的投资决策，ESG更提倡一种在长期中能够带来持续回报的经营方式，主要考察环境因素、社会责任和公司治理三项非财务指标。

然而如何落实ESG体系评价工作，目前国内上市公司尚存在一些困难。一是上市公司重视程度不足，ESG信息披露质量不高，尚未建立较为完善的ESG治理机制；二是国内缺乏权威ESG评级机构；三是践行好ESG管理理念必定要付出一定的成本，对当下经过三年疫情影响的企业来说，具有一定经济压力。

但是践行ESG管理理念，确是未来的大趋势，因为对于企业而言，通过提升ESG管理水平，可以增强企业应对危机的能力，良好的ESG表现是一笔隐形的财富，企业更早的发现其生产过程导致的负面环境影响，就能够减少未来因为环境违规受到监管部门的高额处罚；更快建设产品质量控制、供应链管理监督体系，就能够降低未来出现产品质量安全问题和顾客投诉的可能性。

然而企业尤其是上市公司如何践行ESG管理呢？

首先，我认为企业必须要积极相应国家号召，推进双碳目标。

习近平总书记在第75界联合国大会一般性辩论上指出，中国将提高国家自主贡献力度，采取更加有力的政策和措施，二氧化碳排放力争于2030年前达到峰值，争取2060年前实现“碳中和”，实现“碳达峰、碳中和”是我国向世界做出的庄严承诺。企业必须紧跟国家大的战略愿景去经营发展，践行绿色生产，节能环保，降低碳排放，制定企业自己的“双碳”目标规划，可逐步性的实现碳中和的阶段性目标。

How to practice ESG management concepts better

Nowadays, ESG is an extremely popular term, and well-known companies at home and abroad have been studying the implementation of ESG systems and ESG evaluation.

What is ESG?

ESG is an acronym for Environmental, Social and Governance, which measures the sustainability of a company's development.

What is ESG evaluation?

ESG evaluation aims to discover environmentally concerned and socially responsible companies. Compared with the traditional investment deci sion of pursuing financial performance, ESG advocates a business approach that can bring sustainable returns in the long term, and mainly examines three non-financial indicators: environmental factors, social responsibility and corporate governance.

However, there are still some difficulties for domestic listed companies to implement ESG system evaluation. Firstly, listed companies do not pay enough attention to the quality of ESG information disclosure, and have not yet established a more perfect ESG governance mechanism; secondly, there is a lack of authoritative ESG rating agencies in China. Third, the practice of good ESG management concept must pay a certain cost. For enterprises affected by the three-year epidemic, there is a certain economic pressure.

Despite these difficulties, the practice of ESG management concepts is indeed a major trend for the future. This is because for companies, improving ESG management can enhance their ability to cope with crises. Good ESG performance is an invisible asset. By identifying the negative environmental impacts of their production processes earlier, companies can reduce the likelihood of high penalties from regulators for environmental violations in the future; and by building product quality control and supply chain management monitoring systems faster, they can reduce the likelihood of product quality and safety issues and customer complaints in the future.

How can enterprises, especially listed companies, practice ESG management?

First of all, I think enterprises must actively respond to the national call to promote the '30·60' decarbonization goal.

其次，要勇于承担社会责任，助力共同富裕，在乡村振兴，助农扶贫等社会公益方面下功夫、做文章。并且需要重视员工权益保护，加强职工安全教育，塑造良好的职业健康安全文化。要坚持与供应商保持互惠互利、合作共赢的良性关系。要重视诚信建设以及对反贿赂进行监督，树立风清气正廉洁自律的企业文化，坚决抵制歪风邪气，严格遵守商业道德和社会公德。

其三，在公司治理方面，需要不断完善法人治理结构，建立健全规范的公司治理结构和议事规则。“三会”运作规范，相互制衡，避免管理层凌驾于内控之上。严格按照证监会规范化运作有关规定，健全内部控制体系，提高公司经营管理水平和风险防控能力，促进公司可持续发展，切实维护公司和股东利益。

最后，要高度重视ESG信息披露工作，虽然暂时没有统一的披露范式，也不是一项强制性工作。但是如果要做好ESG披露，依然需要在ESG报告沟通、评级沟通、投资者沟通、传播沟通四个维度做好工作。要践行好ESG管理工作，非一朝一夕，这是一项需要持久推进的工作，需要整个企业股东支持，管理层树立基调，全体员工积极参与才能真正得以实行。

然不曾想，“诗意”这两个字就像大大的问号镶嵌在了我脑海中，在最近几周时常浮现出来。

有一次我去拜访一位厨师客户，只见他正聚精会神地用各种果蔬雕刻作品，小小的雕刻刀具竟在普普通通的南瓜，火龙果等常见果蔬中穿梭自在，游刃有余。我大气不敢喘一声，生怕不小心扰断了他的创作思绪。片刻后，“凤凰涅槃”这幅大气磅礴的果蔬雕刻作品便栩栩如生地呈现在眼前。“真得是太有诗意了！”我不曾想，这个词汇竟会在这个时候脱口而出。听到“诗意”这个词汇他笑容满面，很是开心。
