国家药监局公布《化妆品生产质量管理规范》 

       近日,国家药品监督管理局制发《化妆品生产质量管理规范》(下称《规范》),并同步下发公告,对相关工作作出安排。《规范》自2022年7月1日起施行。
       根据《规范》,企业应当建立并执行追溯管理制度,对原料、内包材、半成品、成品制定明确的批号管理规则,与每批产品生产相关的所有记录应当相互关联,保证物料采购、产品生产、质量控制、贮存、销售和召回等全部活动可追溯。公告则明确,自7月1日起,化妆品注册人、备案人、受托生产企业应当按照《规范》要求组织生产化妆品。7月1日前已取得化妆品生产许可的企业,其厂房设施与设备等硬件条件须升级改造的,应当自2023年7月1日前完成升级改造,使其厂房设施与设备等符合《规范》要求。

NMPA Releases the Good Manufacturing Practice for Cosmetics 

    Recently, the National Medical Products Administration ("NMPA") has enacted and issued the Good Manufacturing Practice for Cosmetics (the "GMP"), and simultaneously issued an announcement to make arrangements for related affairs. The GMP shall come into force on July 1, 2022.
     According to the GMP, enterprises should establish and implement a traceability management system, formulate clear rules for management of the batch number of raw materials, inner packaging materials, semi-finished products and finished products. All records related to the production of each batch of products should be interrelated to ensure the traceability of all activities such as material procurement, product production, quality control, storage, sales, and recall. The announcement clarifies that, from July 1, cosmetics registrants, record-filing applicants and entrusted manufactures shall organize the production of cosmetics as required by the GMP, and that enterprises which have obtained cosmetics production licenses before July 1 and whose hardware conditions such as premises, facilities and equipment need to be upgraded and renovated, shall complete the upgrading and renovation before July 1, 2023, to ensure their premises, facilities and equipment comply with the GMP.

国家发改委:虚拟货币“挖矿”活动纳入淘汰类产业 

       近日,国家发展和改革委员会发布《关于修改〈产业结构调整指导目录(2019年本)〉的决定》(下称《决定》),自发布之日起施行。
       根据《决定》,在《产业结构调整指导目录(2019年本)》淘汰类“一、落后生产工艺装备”“(十八)其他”中增加第7项,内容为“虚拟货币‘挖矿’活动”。淘汰类产业主要是不符合有关法律法规规定,不具备安全生产条件,严重浪费资源、污染环境,需要淘汰的落后工艺、技术、装备及产品。

NDRC to Include Virtual Currency "Mining" in Obsolete Industry 

      The National Development and Reform Commission ("NDRC") has recently issued the Decision on Revising the Guiding Catalog for Industrial Restructuring (2019 Edition) (the "Decision"), effective from the date of issuance.
      According to the Decision, one item will be added as Item 7 to the category "I. Outdated Manufacturing Technique and Equipment""(18) Others" under the obsolete industry in the Decision on Revising the Guiding Catalog for Industrial Restructuring (2019 Edition), reading "virtual currency "mining" activities". The obsolete industry mainly includes the outdated techniques, technologies, equipment, and products which are not in compliance with laws and regulations, do not have safety production conditions, cause huge waste of resources or environmental pollution, and need to be eliminated.

央行拟发文支持外贸新业态跨境人民币结算 

近日,中国人民银行起草了《关于支持外贸新业态跨境人民币结算的通知(征求意见稿)》(下称《征求意见稿》),现向社会征求意见,意见反馈截止于1月22日。
《征求意见稿》主要内容包括:一是将支付机构业务办理范围由货物贸易、服务贸易拓宽至经常项下。二是明确银行、支付机构等相关业务主体展业和备案要求。三是明确业务真实性审核、三反和数据报送等要求,压实银行与支付机构展业责任,防控业务风险。其中,《征求意见稿》明确在“展业三原则”的基础上,允许银行与支付机构合作为跨境电商等外贸新业态市场交易主体及个人跨境交易提供经常项下跨境人民币结算服务,鼓励银行和支付机构为外贸新业态市场主体提供高效、便捷跨境人民币收付服务,支持海外务工人员通过支付机构办理薪酬汇回等业务。

The People's Bank of China ("PBC") has recently drafted the Circular on Supporting the Cross-border RMB Settlement in New Forms of Foreign Trade (Draft for Comment) (the "Draft for Comment") to solicit public opinions by January 22, 2022.
The Draft for Comment mainly involves: (1) expanding the business scope of payment institutions from trade in goods and trade in services to current account; (2) clarifying the business operation and record-filing requirements for banks, payment institutions and other relevant entities; (3) specifying the requirements on business authenticity review, prevention of money laundering, terrorist financing and tax evasion and data reporting, reinforcing the business responsibilities of banks and payment institutions, and preventing business risks. Among others, the Draft for Comment stipulates that, on the basis of the "three business principles", banks and payment institutions are allowed to provide cross-border renminbi ("RMB") settlement services under current accounts for market entities and individuals engaged in new forms of foreign trade, such as cross-border e-commerce; banks and payment institutions are also encouraged to provide highly efficient and convenient cross-border RMB collection and payment services for market entities engaged in news forms of foreign trade, and overseas Chinese workers are allowed to handle salary repatriation and other business via payment institutions.

PBC to Support Cross-border RMB Settlement in New Forms of Foreign Trade 

日前,国家知识产权局印发《地理标志保护和运用“十四五”规划》(下称《规划》)。
《规划》提出,到2025年地理标志认定数量保持稳定合理增长,使用地理标志专用标志的市场主体达到1.8万家以上,年直接产值保持稳定增长,制修订一批地理标志领域国家标准、地方标准和团体标准,建成国家地理标志产品保护示范区100家,推动更多中国地理标志在海外获得保护。为此,《规划》确立夯实地理标志保护和管理基础、提升地理标志保护和管理水平等五方面任务。其中,《规划》指出,强化地理标志保护监管,针对示范区地理标志产品、高价值产品、热销产品和互认互保产品等,加强对擅自使用地理标志的生产、销售等违法行为的执法保护力度,严格规范在营销宣传和产品外包装中使用地理标志的行为。

Recently, the China National Intellectual Property Administration ("CNIPA") has issued the Plan for Protection and Use of Geographic Indications during the 14th Five-Year Plan Period (the "Plan").
The Plan proposes that by 2025, the number of geographical indications (GIs) identified will maintain a stable and reasonable growth, and more than 18,000 market entities will use special GI signs, the annual direct value of production will maintain a steady growth, and a batch of national, local and group standards in the GI field will be formulated and revised, and China will build 100 national GI product protection demonstration zones and boost the protection of more Chinese GIs overseas. To this end, the Plan establishes five tasks, including consolidating the foundation for the protection and management of GIs, and improving the level of protection and management of GIs. Among them, the Plan calls for strengthening the protection and supervision of GIs, enhancing law enforcement efforts to fight against illegal production and sales that use GIs without authorization, with respect to GI products, high-value products, hot-selling products and products of mutual recognition and mutual protection in the demonstration zones, and strictly regulating the use of GIs in marketing promotions and product packaging.

国知局出台知识产权信用管理规定 

日前,国家知识产权局发出《知识产权信用管理规定》(下称《规定》),自公布之日起施行。
根据《规定》,国知局依法依规将“不以保护创新为目的的非正常专利申请行为”等七类行为列为失信行为。对失信主体实施“对财政性资金项目申请予以从严审批”等七项管理措施。同时,《规定》指出,主体被认定存在失信行为满六个月,已纠正失信行为、履行相关义务、主动消除有关后果,且没有再次被认定存在失信行为的,可以向失信行为认定部门提交信用修复申请书及相关证明材料申请信用修复。《规定》还提出,对连续三年守信情况良好的主体,可视情况采取“在行政审批、项目核准等工作中,提供简化办理、快速办理等便利服务”等五方面激励措施。

The China National Intellectual Property Administration ("CNIPA") has recently issued the Provisions on Intellectual Property Credit Management (the "Provisions"), with effect on the date of issuance.
According to the Provisions, the CNIPA will lawfully identify seven acts as dishonest act, including "abnormal patent applications which are not for the purpose of protecting innovation". Entities with dishonest acts will be subject to seven administrative measures, such as "facing stricter examination in the application for public finance-related project". Meanwhile, the Provisions specify that if six months have passed since a market entity is identified to have committed a dishonest act and it has corrected the dishonest act, performed relevant obligations, and proactively eliminated relevant consequences, and no dishonest act is identified once again, it may apply for credit repair by submitting an application letter for credit repair and supporting materials to the authority identifying such dishonest act. The Provisions also note that market entities that have good credit for three consecutive years may enjoy incentives in five aspects as appropriate, including "enjoying simplified and fast-track procedures and other convenient services in administrative examination and approval, project application and other processes".

CNIPA Introduces Provisions on IP Credit Management 

近日,中国人民银行等三部门联合发布《金融机构客户尽职调查和客户身份资料及交易记录保存管理办法》(下称《办法》),自2022年3月1日起施行。
《办法》根据我国金融行业发展现状,完善金融行业反洗钱义务主体范围,明确各金融行业客户尽职调查具体要求,强调基于风险的尽职调查措施和持续的尽职调查措施,要求金融机构对高风险情形强化尽职调查,允许金融机构对评估出的低风险业务、客户采取简化尽职调查措施,参照国际通行标准,完善受益所有人识别要求以及代理行、汇款、通过第三方开展尽职调查、高风险国家或地区等特殊业务下的尽职调查要求。《办法》还完善了客户身份资料及交易记录保存的具体要求。

Three authorities, including the People's Bank of China ("PBC"), have jointly issued the Administrative Measures for the Client Due Diligence and the Preservation of Clients' Identity Information and Transaction Records by Financial Institutions (the "Measures") for implementation from March 1, 2022.
Based on the development status of China's financial industry, the Measures specify the scope of entities with anti-money laundering obligations in the financial industry, clarify the specific requirements for client due diligence in various financial sectors, stress risk-based due diligence measures and follow-up due diligence measures, require financial institutions to strengthen due diligence in high-risk situations, allow financial institutions to take simplified due diligence measures for low-risk businesses and customers, and, by learning from the international standards, improve the identification requirements for beneficial owners and the due diligence requirements for special businesses, such as correspondent bank business, remittance, due diligence via a third party, and business involving high-risk countries or regions. The Measures also set forth requirements for preservation of clients' identity information and transaction records.

市场监管总局发文推进企业信用风险分类管理 

近日,国家市场监督管理总局发布《关于推进企业信用风险分类管理 进一步提升监管效能的意见》(下称《意见》)。
《意见》提出,力争用3年左右的时间,市场监管系统全面实施企业信用风险分类管理,有效实现企业信用风险监测预警等。《意见》明确,各省级市场监管部门统一负责对本辖区企业进行信用风险分类,按照信用风险状况由低到高将企业分为信用风险低(A类)、信用风险一般(B类)、信用风险较高(C类)、信用风险高(D类)四类。《意见》还要求,实现与“双随机、一公开”监管有机融合。其中,对A类企业,可合理降低抽查比例和频次,实现“无事不扰”;对D类企业,实行严格监管,有针对性地大幅提高抽查比例和频次,必要时主动实施现场检查。

SAMR to Promote Enterprise Credit Risk Classification Management 

      Recently, the State Administration for Market Regulation ("SAMR") has issued the Opinions on Promoting Enterprise Credit Risk Classification Management and Further Improving Regulatory Efficiency (the "Opinions").
    The Opinions put forward the objective of fully implementing the enterprise credit risk classification management through the market regulatory system within three years, to effectively maintain enterprise credit risk monitoring and early warning. The Opinions make it clear that all provincial market regulatory authorities are responsible for the classification of the credit risks of enterprises in their respective jurisdictions, and classify enterprises into four classes from low to high: low credit risk (Class A), general credit risk (Class B), relatively high risk (Class C), and high credit risk (Class D). The Opinions also require the integration of such classification with the "dual random selection and one publication" regulatory approach. For example, the proportion and frequency of random inspections for Class A enterprises can be reasonably reduced to ensure "no disturbance for those under normal operations"; and the oversight of Class D enterprises shall be tightened, and the proportion and frequency of random inspections targeting them be significantly increased, when necessary, on-site inspections will be carried out.

国知局出台《商标一般违法判断标准》

近日,国家知识产权局发布《商标一般违法判断标准》(下称《标准》),自2022年1月1日起施行。
《标准》系统梳理和提炼总结商标管理的有益经验与做法,聚焦执法实践中普遍存在的突出问题,为商标执法部门提供针对性较强的指引,为市场主体营造透明度高、可预见性强的商标管理规则。《标准》共三十五条,对现行商标法律、法规及部门规章规定的必须使用注册商标而未使用,使用不得作为商标使用的标志,在商业活动中使用“驰名商标”字样,商标被许可人未依法标明其名称和商品产地,自行改变注册商标、注册人名义、地址或者其他注册事项,将未注册商标冒充注册商标使用,未履行集体商标、证明商标管理义务,未履行商标印制管理义务,恶意申请商标注册等九类违反商标管理秩序的违法行为进行了细化规定。

CNIPA Issues Judgment Standards for General Trademark Violations 

      The China National Intellectual Property Administration ("CNIPA") has recently issued the Judgment Standards for General Trademark Violations (the "Standards") for implementation from January 1, 2022.
   The Standards systematically sort out and summarize good experiences and practices in trademark management, focus on the prominent issues that generally exist in the course of law enforcement, provide targeted guidelines for trademark law enforcement authorities, and offer market entities with the trademark management rules with high transparency and foreseeability. Consisting of 35 articles, the Standards set forth detailed provisions on nine types of illegal behaviors that disrupt the order of trademark management as identified in the existing laws, regulations and departmental rules, namely, failure to use a registered trademark when it must be used, use of any mark that cannot be used as trademark, use of the words "well-known trademark" in a commercial activity, trademark licensee's failure to indicate its name and the origin of goods as required by law, change of the registered trademark, registrant's name, and address or other registration items without permission, use of an unregistered trademark as a registered one, failure to perform management obligations in collective trademark and certification trademark and trademark printing management obligations, and malicious application for trademark registration.

信安标委就《信息安全技术 重要数据识别指南》征求意见 

近日,全国信息安全标准化技术委员会秘书处发布《信息安全技术 重要数据识别指南(征求意见稿)》(下称《征求意见稿》),面向社会征求意见,意见反馈截至3月13日。
《征求意见稿》给出识别重要数据的基本原则、考虑因素以及重要数据描述格式。其适用于数据处理者识别其掌握的重要数据,为重要数据安全保护工作提供支撑,也可供各地区、各部门制定本地区、本部门以及相关行业、领域的重要数据具体目录提供参考。根据《征求意见稿》,重要数据是指以电子方式存在的,一旦遭到篡改、破坏、泄露或者非法获取、非法利用,可能危害国家安全、公共利益的数据。识别重要数据时,可考虑“反映国家战略储备、应急动员能力,如战略物资产能、储备量属于重要数据”等因素。具备因素之一的,即为重要数据。

NISSTC Seeks Comments on the Information Security Technology - Guideline for Identification of Critical Data 

    Recently, the secretariat of the National Information Security Standardization Technical Committee ("NISSTC") has issued the Information Security Technology - Guideline for Identification of Critical Data (Draft for Comment) (the "Draft for Comment") for public comments by March 13, 2022.
   The Draft for Comment sets out the basic principles of and considerations for identification of critical data as well as the format for describing critical data. This standard, which applies to data processors' identification of critical data in their possession, not only provides support for the security protection of critical data, but also serves as a reference document for various regions and authorities to formulate specific catalogues of critical data for their own regions and authorities, related sectors and fields. The Draft for Comment defines critical data as any data that exists in electronic form and that may endanger national security and public interest once it is tampered with, destroyed, leaked, or illegally accessed or used. In identifying critical data, several factors such as "reflecting national strategic reserves and emergency mobilization capabilities, e.g., strategic material production capacity and reserves are critical data" can be considered. Data that meets one of the factors is critical data.

两部门就《商业汇票承兑、贴现与再贴现管理办法》征意 

近日,中国人民银行、中国银行保险监督管理委员会联合发布《商业汇票承兑、贴现与再贴现管理办法(征求意见稿)》(下称《征求意见稿》),现向社会征求意见,意见反馈截止于2月14日。
《征求意见稿》主要内容如下:一是明确承兑和贴现资质要求。二是加强风险防控。三是缩短最长付款期限。四是强化信息披露管理。五是加强监督管理。其中,《征求意见稿》规定,银行承兑汇票和财务公司承兑汇票的最高承兑余额不得超过该承兑人总资产的15%,保证金余额不得超过承兑人存款规模的10%。同时,《征求意见稿》明确,商业汇票的付款期限自出票日起至到期日止,最长不得超过6个月。

Two Authorities Seek Comments on Administrative Measures for Commercial Draft Acceptance, Discount and Rediscount 

       The People's Bank of China ("PBC") and the China Banking and Insurance Regulatory Commission ("CBIRC") have jointly issued the Administrative Measures for Commercial Draft Acceptance, Discount and Rediscount (Draft for Comment) ("Draft for Comment") to solicit public opinions by February 14, 2022.
    The Draft for Comment mainly involves: (1) clarifying the qualification requirements for acceptance and discounting; (2) strengthening risk prevention and control; (3) shortening the maximum payment period; (4) strengthen information disclosure management; and (5) strengthening supervision and management. Among others, the Draft for Comment specifies that the maximum acceptance balance of bank acceptance bills and finance company acceptance bills shall not exceed 15% of the accepter's total assets, and the security deposit balance shall not exceed 10% of the accepter's total deposit amount. Meanwhile, the Draft for Comment makes clear that the payment term for commercial draft shall commence from the date of issuance and end on the due date and shall not exceed six months.

The General Office of the Supreme People's Court ("SPC") and the General Office of the Ministry of Human Resources and Social Security ("MOHRSS") have recently released the Circular on Establishing "Head-office-to-head-office" Interconnection Mechanism for Online Litigation and Mediation for Labor and Personnel Disputes (the "Circular").
The Circular sets forth requirements on improving the substantive coordination mechanism for the litigation and mediation for labor and personnel disputes, and promoting the "head-office-to-head-office" interconnection. The Circular specifies that the SPC shall reply on the mediation platform of the people's courts while the MOHRSS shall utilize the national online mediation service platform for labor and personnel disputes; both authorities shall, through the combination of system connection and organizational and personal exchanges, gradually unblock the channels for interconnection between online and on-site mediation and litigation, and jointly provide whole-process online dispute resolution services such as entrusted mediation, audio and video mediation, mediation agreement production, and litigation and mediation interconnection. The Circular also clarifies the specific business process for online litigation and mediation interconnection for labor and personnel disputes, calls for strengthening audio and video mediation, and makes arrangements for the people's courts and the human resources and social security departments in setting up a provincial-level mediation expert resource pool and providing training and business guidance for mediators.

最高法与人社部建立劳动争议“总对总”在线诉调对接机制 

        日前,最高人民法院办公厅、人力资源和社会保障部办公厅发布《关于建立劳动人事争议“总对总”在线诉调对接机制的通知》(下称《通知》)。
      《通知》对完善劳动人事争议调解与诉讼实质化衔接机制,推动劳动人事争议“总对总”在线诉调对接工作提出要求。《通知》指出,最高法院依托人民法院调解平台、人社部依托全国劳动人事争议在线调解服务平台,通过系统对接与机构、人员入驻相结合的方式,逐步畅通线上线下调解与诉讼对接渠道,共同为当事人提供委派委托调解、音视频调解、调解协议制作、诉调对接等全流程在线解纷服务。《通知》还规定了劳动人事争议在线诉调对接工作具体业务流程,要求加强音视频调解工作,并对人民法院和人社部门组建省级调解专家资源库、做好调解员培训和业务指导等作出部署。

SPC and MOHRSS Issue "Head-office-to-head-office" Interconnection Mechanism for Online Litigation and Mediation 

国知局公布《商标注册申请快速审查办法(试行)》 

CNIPA Releases the Measures for Fast-track Examination of Trademark Registration Applications (for Trial Implementation) 

       近日,国家知识产权局发出《商标注册申请快速审查办法(试行)》(下称《办法》),自发布之日起施行。
     《办法》规定,有“涉及国家或省级重大工程、重大项目、重大科技基础设施、重大赛事、重大展会等名称,且商标保护具有紧迫性的”等四类情形之一的商标注册申请,可以请求快速审查。《办法》明确,请求快速审查的商标注册申请,应当同时符合“经全体申请人同意”等六个条件。《办法》还指出,国知局受理快速审查请求后,对符合本《办法》规定的,准予快速审查并依法作出审查决定。对不符合本《办法》规定的,不予快速审查,按照法律规定的一般程序审查。准予快速审查的,应当自同意之日起20个工作日内审查完毕。

   Recently, the China National Intellectual Property Administration ("CNIPA") has issued the Measures for Fast-track Examination of Trademark Registration Applications (for Trial Implementation) (the "Measures"), with effect on the date of issuance.
         The Measures allow request for fast-track examination of trademark registration applications in four circumstances including "involving the names of national or provincial major projects, major projects, major scientific and technological infrastructure, major events, major exhibitions, and the trademark protection is urgent". The Measures specify that an application for trademark registration for which fast-track examination is requested shall meet all of six conditions including "with the consent of all applicants". The Measures also state that, upon acceptance of request for fast-track examination, the CNIPA, shall grant the fast-track examination if the requirements of the Measures are met, and make an examination decision in accordance with the law. Those trademark applications that do not comply with the provisions of these Measures will not be subject to fast-track examination and be examined according to the general procedures prescribed by law. If fast-track examination is granted, the examination shall be completed within 20 working days from the date of consent.

Recently, the Supreme People's Court ("SPC") has issued the Opinions on Further Promoting the Diversified Resolution of Administrative Disputes (the "Opinions").
The Opinions include the following five highlights: the first is to specify the general requirements for people's courts to promote the diversified resolution of administrative disputes; the second is to urge people's courts to participate in the governance of litigation sources in terms of administrative legislation, administrative decision-making, administrative law enforcement, comprehensive social governance, internal risk prevention of the people's courts, and promotion of law knowledge and law-abiding among the general public, to promote the resolution of the source of administrative disputes; the third is to clarify the pre-litigation guidance and case separation mechanism after cases are brought to the people's courts, the pre-litigation mediation mechanism as well as the functions and duties of the people's court during the mediation process; the fourth is to regulate the litigation and non-litigation connection mechanism in the diversified resolution of disputes, from pre-mediation and pre-litigation evidence preservation, judicial confirmation of pre-litigation mediation agreements, transition from mediation to litigation process, ascertainment of undisputed facts, handling of dishonest mediation, improvement of the quality of judgment documents; and the fifth is to stipulate the organizational and personnel support for the diversified resolution of administrative disputes.

最高法出台意见 推进人民法院行政争议多元化解 

日前,最高人民法院发布《关于进一步推进行政争议多元化解工作的意见》(下称《意见》)。
《意见》主要内容包括:一是明确人民法院推动行政争议多元化解工作的总体要求;二是要求人民法院应当从行政立法、行政决策、行政执法、社会综合治理、人民法院内部风险防范和全民普法、守法等方面参与诉源治理,推动行政争议的源头化解;三是明确案件起诉到人民法院后的诉前引导分流机制、诉前调解机制以及调解过程中人民法院的职能定位;四是从诉前调解与诉前证据保全、诉前调解协议的司法确认、调解与诉讼的转入、无争议事实的认定、不诚信调解的处理、裁判文书质量提升等方面,对多元化解工作中的诉讼与非诉讼衔接机制进行了规定;五是对多元化解行政争议的组织保障、人员保障等内容进行了规定。

五机构规范银行间债券市场与交易所债券市场互联互通业务 

Five Authorities Regulate the Interbank Bond Market and Exchange-traded Bond Market Connect Business 

日前,上海证券交易所等五机构联合发布《银行间债券市场与交易所债券市场互联互通业务暂行办法》(下称《办法》),自发布之日起实施。
《办法》全文共51条,内容涵盖原则规定、通用规则、具体安排、监测监管等,明确了机制总体安排和业务要点,并为下位规则提供了制定依据和制度空间。根据《办法》,互联互通拟在尊重两市场现有挂牌流通模式、现有账户体系及交易结算规则的基础上,通过前台和后台基础设施连接实现订单路由和名义持有,且联通方向包括“通银行间”和“通交易所”。交易所债券市场的机构类专业投资者和银行间债券市场成员无需双边开户和改变习惯,即可实现“一点接入”,高效便捷地参与对方市场的债券现券认购及交易。

      Recently, the Shanghai Stock Exchange ("SSE") and other four authorities have jointly issued the Interim Measures for the Interbank Bond Market and Exchange-traded Bond Market Connect Business (the "Measures"), with effect on the date of issuance.
       The Measures consist of 51 articles, covering principles, general rules, specific arrangements, monitoring and supervision, among others, which clarify the overall arrangements and business essentials of the connect mechanism and also provide the basis and institutional space for the formulation of lower-level rules. Under the Measures, the connect mechanism, including "Connect Interbank" and "Connect Exchange", will allow order-routing and nominal holding through the connection of front-end and back-end infrastructure on the basis of respecting the existing listing and circulation mode, existing account system and transaction settlement rules of the two markets. Institutional professional investors in the exchange-traded bond market and members of the interbank bond market will achieve "one-point access", without having to open bilateral accounts or change habits, thereby participating in the subscription and trading of spot bonds in the counterparty's market in an efficient and convenient manner.
