2005年7月1日，中国华立集团与泰国安美德集团在时任泰国总理他信和国务院副总理回良玉的见证下，于北京签署了合作开发“泰中罗勇工业园”的备忘录。
July 1st 2005, witnessed by prime Minister of Thailand, Mr Tharksin and vice Prime Minister of State council, Mr Hui Liangyu, Holley Group signed cooperative development memorandum of"Thai-Chinese Rayong Industrial Estate" with Amata Group Thailand in Beijing.
泰中罗勇工业园是由中国华立集团与泰国安美德集团在泰国合作开发的面向中国投资者的现代化工业区。园区总体规划面积20平方公里，位于泰国东部经济走廊核心区域。

废水处理系统目前处理量33600m3/天，园区提供垃圾回收服务，焚化炉日处理垃圾能力达33吨。
