淮阴区位于长三角北翼和江苏省北部中心，总面积1264平方公里，总人口87.14万人，下辖王家营、长江路、新渡口、古清口4 个街道以及高家堰、马头、渔沟、淮高、丁集、徐溜、刘老庄、南陈集、三树 9 个镇。

Zhou Enlai, the first premier of the People' s Republic of China, was born in Huai'an and spent his 12-year childhood here. Huai'an is the geographical division of north and south China as it used to be the headquarters of nationwide canal transportation command, river treatment, ship manufacturing, tribute grain warehousing, and salt distribution in Ming and Qing dynasties(1368-1840). It was one of the four metropolises along the Grand Canal.

淮安是中国四大传统菜系淮扬菜的重要发源地和传承地，淮扬菜具有“东南第一佳味，天下之至美”的雅称，已成为国宴基准菜系。2021年,联合国教科文组织授予淮安“世界美食之都”称号。

Huai'an is an important place of origin and inheritance of Huaiyang cuisine，one of the four traditional cuisines in China. In November 2021, Huai'an was officially designated as the City of Gastronomy of UNESCO Creative Cities Network.

As a national first-class airport, Huai'an airport has routes connecting 32 cities home and abroad.The freight routes from Hual'an to Xi'an, Zhengzhou, Fuzhou and Shenzhen are in daily operation. Huai'an is building the cargo airport hub.and the urban area of Huaiyin District is only about 25 minutes' drive from the airport.

Huai'an is known as the "confluence of five waters and the thoroughfare of nine provinces", and has initially formed a three-dimensional transportation network with high-grade highways as the main skeleton, and highways, railways, airlines and water transport. Huaiyin District is the "northern gate" of Huai'an and is an important part of the comprehensive transportation hub of Huai'an .

淮徐、京沪、宁连等3条高速公路和多条国省道干线穿境而过，境内有6个高速出入口，基本实现20分钟左右上高速。城区高架已建成通车。

Three expressways such as Huai'an–Xuzhou Expressway, Beijing-Shanghai Expressway and Nanjing-Lianyungang Conventional Expressway and several national and provincial trunk roads pass through the territory, and there are six Expressway entrances and exits in the territory. The urban overpass has been completed and opened to traffic.

淮安国家农科园，“核心区”位于淮阴运河片区4个乡镇，总面积430.67平方公里，总人口27.7万人，直接辐射淮安市所属县（区），间接辐射整个淮河流域。园区大力实施创新驱动发展战略，重点打造科技创新、农高新城、大运河国家文化公园、花漾年华四大板块，以发展农业高新技术产业为主导方向，提升园区建设水平。
