第一部分  西咸新区外籍人才创新创业试点简介

Part I Introduction to Xixian New Area Pilot Project on Foreign Talents Innovation and Entrepreneurship

1.年龄应在18-45周岁，身体健康，无犯罪记录；

2.团队创业的，外籍人才需为创业团队主导者、策划者等核心成员；

3.在国内重点高等院校或国（境）外知名高校取得硕士及以上学位的优秀外籍人才；

4.外籍人才及团队创新创业项目需符合西咸新区产业发展方向，具有创新要素与国际竞争力的高新技术、成果转化等项目优先试点；

5.创业项目或团队需入驻西咸新区自贸区范围内的试点科创服务载体。

1. Applicants shall be at the age between 18-45 years old, healthy and with no criminal record;

2. For entrepreneurial team, the foreign talents should take the core leadership such as the team leader or project planner;

3. Foreign talents applicants shall have obtained master degree or above in key universities in China or well-known universities abroad;

4. Innovation and entrepreneurship projects of foreign talents and teams should conform to the industrial development direction of Xixian New Area, and the priority shall be given to the high-tech and achievement transformation projects with innovation elements and international competitiveness;

5. Entrepreneurship projects or teams shall settle in the pilot scientific & technological innovation service carriers within the scope of the Free Trade Zone of Xixian New Area.

2023年5月，西咸新区率先在陕西省开展外籍人才创新创业工作

   试点对象：外籍留学毕业生和海外创新人才两类群体

   政策亮点：不要求2年工作经验           不限制所学专业

May 2023, Xixian New Area takes the lead in Shaanxi Province in innovation and entrepreneurship of foreign talents

 Pilot Targets: foreign graduates and overseas creative talents

Policy highlights: no requirement for 2 years of work experience                                    no restriction on majors

1.本人有效期内护照及现持有效签证；

2.创新创业项目策划书；

3.最高学位（学历）证书；

4.国内高校毕业生需提供学校出具的在校表现情况；

5.团队创业的，需提供外籍人才为核心创业人员的相关证明材料；

6.境内外无犯罪记录证明；

7.体检证明；

8.申请人6个月内2寸正面免冠照片2张及电子版。

1. Personal valid passport and visa;

2. Proposal for the Innovation and Entrepreneurship Project;

3. Certificate of highest degree (education);

4. Graduates from domestic institutions of higher learning shall provide school performance issued by the universities;

5. For team entrepreneurship, proof materials of foreign talents being the core entrepreneurial personnel shall be provided;

6. Certificate of No Criminal Record at home and abroad;

7. Certificate of Physical Examination;

8. Two printed photos of the applicant without wearing hat at the size of 35*53mm taken within 6 months. The electronic version shall also be submitted. 

1.创业项目申请。外籍人才作为创新创业主体，由外籍人才向试点科创服务载体提出创新创业申请。

2.工作许可申请。试点科创服务载体作为申请主体，为其申请办理工作许可证。

3.居留许可申请。外籍人才取得创业工作许可证后，由试点科创服务载体协助其向西安市公安局西咸新区分局出入境管理部门申请办理居留许可。

4.许可有效期。工作许可、居留许可累计有效期不超过2年。

1. Application for entrepreneurship projects. As the main body of innovation and entrepreneurship, foreign talents should make the application of innovation and entrepreneurship to the pilot scientific & technological innovation service carriers.

2. Application for work permit. The pilot scientific & technological innovation service carriers shall be the main body of application for work permit of foreign talents , and shall apply for work permit for them.

3. Application for residence permit. After the foreign talents obtain the work permits for entrepreneurship, they shall be assisted by the pilot scientific & technological innovation service carriers to apply for residence permits from the entry and exit administration department of Xixian New Area Branch of Xi’an Public Security Bureau。

4. Validity period of the permit. The cumulative validity period of the work permit and residence permit shall not exceed 2 years.

       西咸新区是国务院批复的第七个国家级新区，作为国家创新城市发展是试验区，被赋予建设丝绸之路经济带重要支点、中国向西开放重要枢纽、西部大开发的新引擎、中国特色新型城镇化的范例战略定位，是西安市“双中心”建设的核心示范区，正在全力建设成为国家中心城市副中心。

      

Xixian New Area, as the seventh state-level new area approved by the State Council, is designated as a pilot zone for innovative urban development in China. It has been strategically positioned to serve as a key pivot for the Silk Road Economic Belt, a significant hub for China's westward opening, a new engine for China's Western Development Program, and a model for China's characteristic new urbanization.
